YES, in fact in some areas of Southern California non English speaking illegal aliens have better access to the system than American citizens.
I personally know a dude who works in construction who nearly severed his thumb with a circular saw. His shady employer drove him to the hospital and told him to tell the staff at the ER that he hurt himself on his own time on a personal project because he wasn’t a licensed contractor and didn’t carry workman’s comp.
Long story short my friend was treated and after a couple months he was back working under the table again. From what I understand his bill came out to like 130,000 dollars, and of course seeing the man was treated as an indigent patient the tax payers of Los Angeles County footed the bill.

A hospital cannot refuse to treat anyone for any reason.
